5. REQUIREMENTS
• Runners should be at least 18 years old the day of the event.
• All runners regarding nationality must pay the registration fee.
• ELITE foreign runners must present the endorsement of their respective Federation and verify their migratory status.
• Each participant will be responsible for verifying and adhering to the health measures and recommendations of the Health Protocol of the XL Mexico City Marathon TELCEL 2023, which can be consulted at https://indeporte.cdmx. gob.mx/, https://maraton.cdmx.gob.mx and in official media of the event.
• In case that the health authorities require it, runners who have completed the vaccination scheme must present the certificate that supports it and the negative result of a COVID 19 test, with a maximum of 72 hours prior. Those with the incomplete scheme must present a NEGATIVE COVID 19 test carried out with a maximum of 72 hours prior.
6. REGISTRATION
It will be open to the general public since the publication of this call and will close on Wednesday, August 23 on the Internet and Martí Stores; and Saturday, August 26, 2023 at 4:00 p.m. at the Expo Marathon, or earlier if registration is sold out.
7. REGISTRATION FEE
• $650 pesos until December 31st, 2022 and $700 from January 1st, 2023 - national athletes since the publication of this call.
• $100 USD - foreign athletes since the publication of this call.
During the Marathon Expo on August 24th, 25th and 26th, 2023:
• $1,150 pesos - all athletes (national and foreign) during the package pick up. Only in support of one of the “Corre con Causa” foundations (if numbers are available).
NOTE: For all those registered before June 30th, 2023, their number will be customized with their name. The system will automatically take the first given name during the registration process.

*For the visual impaired category package delivery: you must bring an original medical certificate of total or partial blindness or visual impairment endorsed only by a Government institution such as ISSSTE, IMSS and Health Sector (certificatios of private institutions will not be accepted) and must run with a guide and mandatory mask.
By virtue of the foregoing, visual impairment (T11, T12 and T13) and blindness (Partial or total), categories must present at the package delivery the following documentation (original and copy):
Original Medical Certificate of total blindness, partial or visual weakness endorsed by a Government Institution, such as ISSSTE, IMSS and Health Sector, The Medical Diagnostic Form, Athletes With Visual Impairment (Medical Diagnosis Form for Athletes with Visual Impairment) endorsed by the International Paralympic Committee, IPC (International Paralympic Committee ) and FEMEDECIDEVI.
The blind or visually impaired runner may run with a maximum of two guides during the course of the entire route of the event, these may be women or men.
The guide must wear a vest or other garment in fluorescent color, which distinguishes him from the runner with a disability, he must bear the nomenclature of "guide".
Classification T11 Athletes B1
From those people who do not perceive light with any eye to those who perceive light, but cannot recognize the shape of a hand at any distance or in any position.
Classification T12 B2 Athletes
From a person who can recognize the shape of a hand to a person who has a visual acuity of 2/60 and/or a field of vision of an angle of less than 5 degrees.
Classification T13 Athletes B3
From those who have an acuity of more than 2/60 to those with visual acuity of 6/60 and/or a field of vision of an angle greater than 5 degrees and less than 20 degrees.
The ELITE category will be by invitation only with a maximum quota of 100 athletes per category.

10. REGULATIONS
It will be applied the current regulations of the FMAA.
11. GUIDELINES
The Mexico City Marathon is endorsed by the FMAA, WA and AIMS.
• Runner number will have a timing chip attached, programmed with the printed participation number (BIB). This will be non-transferable and must be carried in front of the chest height throughout the race to be considered as an official race runner.
• Medical expenses insurance: in case of an accident the runner must be the holder of the number or they will not be covered. It is necessary to write the name of the runner at the back of the number with the blood type and allergies or illness information in case you have any.
• Services: the official supply area for runners with BIB number must be respected.
• Recovery package: finisher's medal, fruit, water and isotonic are only for runners who have their official BIB number. Runners who do not have a BIB number will be withdrawn and will not be able to access the recovery area.
• T - Shirt size: the t - shirt size request during the registration process is for statistical purposes only and this does not commit the Organizing Committee to deliver the chosen size to the runner.
• Start line: participants are responsible for arriving at the assigned start point, according to their corresponding starting block (All information will be in their registration form). Any participant which get into another place other than the one assigned will be disqualified. For your own sake and of the all other runners, it is very important to respect the starting block.
• Times and Results: there will be control "mats" and timing reading equipment along the entire route; It is essential for all runners to pass through all the checkpoints to avoid being disqualified. Spectators and people in general can track the runners in real time with the Marathon App every time they pass through the control points; It is worth mentioning that the published times and results are not official.
• Unofficial runners: they are not allowed in the race and they will be asked to leave the route. Any individual who does not have an official registration, who enters or accompanies a participant during the event will be asked to leave the route immediately. These unofficial runners have an impact on the security and quality of the service for those who are officially registered. Likewise, participants who are caught with a false number will be penalized and will not be allowed to run in events under the "Mexico City Marathon" brand (races to the Marathon, 21 km and Marathon) in the coming years.
• Route delimitation: participants must remain on the perimeter of the route delimited by fences, signage or other marking all the time. Participants must also recognize and understand the signage of the event and the symbology used for the indications and services of the race and follow the instructions of the authorities. Failure to comply will result in disqualification.
• Limit time: It will be allowed to run at a pace of up to 08 minutes 30 seconds per kilometer, which is equivalent to completing the route in a maximum time of 6 hours. Runners that go slowler of this time will be asked to get on the sweeper that will come behind which will take them to the finish line. These runners will be disqualified and will not be part of the official results.
• Route monitoring: if the participation is incomplete during the route or the finish line was not crossed,the participant will be disqualified. Participants with incomplete or irregular marks on the official mats will be reviewed and may be disqualified. In case you need to leave the route or re-enter, you can do it only at the same point where you left, and you will not be allowed to re-enter the race with the purpose of winning a place or attending a competitor.
Note
All those runners who are identified as carrying out unsportsmanlike practices, as well as roadblocks along the route to cross the finish line without having completed the entire route, will be penalized, in such a way that they will not be able to participate in any of the race events of the Marathon platform (Half Marathon, Marathon and other events) again in its editions to be held in the coming years.
12. JUDGES
The Judges will be endorsed by the FMAA, the Electronic Timing System will be used through a chip attached to the printed competitor number of every competitor which must be placed at the front throughout the whole race (this system is only to assist and does not determine the winners).

IMPORTANT: Bonuses are not cumulative in such a way that if the Route Record and Marathon Historical Record are broken, the prize to be received will be only one and it will only be for the absolute first place.

2. In bonuses and special prizes based on the FMAA regulations in force 7% (national runners) and 14% (foreign runners) of the economic stimulus will be withheld from the winning runners to be delivered to said Federation; as well as 1% of the Federal ISR and 6% of Local ISR in accordance with the Fiscal Law in force in Mexico, (2% withholding for the anti-doping fund, to the first 8 places in the men's branch and to the first 8 places of the female branch).

Notes:
1. Top ten absolute places winners in men's and women's category, who are located within the first places in their category, CAN ONLY RECEIVE ONE PRIZE WHICH WILL CORRESPOND TO ABSOLUTE PLACE (there won't be duplication of prizes), it will be awarded in accordance with the official winner lists issued by the FMAA.
2. Motor disabilities (wheelchair) category will be awarded only in their category, they do not enter into the 10 absolute places award.
3. For all categories, there must be at least 25 registered runners in order to become creditors to the corresponding prize. This does not apply to people with visual disabilities (total blindness, partial blindness and low vision) and wheelchairs.
4. The Organizing Committee and the FMAA reserve the right to practice doping tests for runners arriving in the first places of any category and branch.
5. The winners will be awarded symbolically on the day of the event and the prize will be delivered after the Organizing Committee officially receives the anti-doping results that the laboratory sends to the FMAA. The Organizing Committee will have 60 days to finish paying the prizes to the runners who were winners according to the call and the anti-doping results.
6. By indications of WA, in case there are adverse analytical results, the Organizing Committee will proceed to pay the prizes to the runners who became creditors of it, according to the call of the event; except those involved in the adverse analytical results.
7. In case that the adverse analytical results are confirmed, the Organizing Committee will make an adjustment to the prizes as applicable.
8. Elite runners must sign an Internal Payment Control Letter during their registration. Runners who do not have this and are winners must take it signed to the Sports Institute of Mexico City to be able to collect their prize, or, where appropriate, grant a power of attorney to the person they designate to receive the prize on their behalf. In order to do this you must present the following documentation:
1) Original of the power of attorney granted by the athlete, duly signed by the athlete, as well as the person authorized to receive the prize, and by two witnesses;
2) Copy of athlete´s official identification (legible);
3) Original and copy of official identification of the person designated to receive the prize on behalf of the athlete, and 4) Copy of identification of the two witnesses who signed the power of attorney.
9. The manager or representative of foreign athletes based in Mexico or participating with a letter of endorsement/guarantee from their federation, at the time of collecting their competitor´s number, must sign a letter of commitment which indicates that they are responsible for informing their representatives, so that they can go to collect their prizes within the time indicated in the call.
10. It is the runner's obligation to review the results of the categories and absolutes in the main circulation diaries in Mexico City, as well as on the Mexico City Marathon website: www. maraton.cdmx.gob.mx, Emoción Deportiva website FMAA official webpage.
11. Based on the regulations in force of the FMAA, the winning runners will de retained 7% (national runners) and 14% (foreign runners) of the economic stimulus to be delivered to the Federation; as well as 1% of the Federal ISR and 6% of Local ISR in accordance to the Fiscal Law in Mexico, (2% withholding for the anti-doping fund, to the first 8 places in the men's branch and to the first 8 places of the female branch).
12. Based on World Athletics regulations, since the Telcel Mexico City Marathon is an Elite Label event by WA, there will be a levy on the published gross prize money (i.e., before penalties and taxes). ) for the 08 best ranked athletes in both branches. This fee represents the contribution of elite athletes and athlete representatives to the anti-doping fund. The amount of this fee will be 2.0% of the amount announced for the award. The contribution will be deducted from the total amount to be paid for the cash prize pool for elite athletes and will be paid by the race organizer directly to World Athletics
13. The Organizing Committee reserves the right to make phone calls or send emails related to the award, being the responsibility of the runner (athlete) and the person designated to receive the prize that it is done in a timely manner.
14. The preliminary official results for award purposes will start being published about 10:30 a.m. on the day the event takes place. The runner (athlete) will have 30 minutes to express the corresponding protest. Once the results are published, the protest process will be subject to the current FMAA Regulations, covering the established start - up cost.
15. For athlete´s safety, name changes will not be made under any circumstances.
14. ASSIGNMENT OF NUMBER
The numbers will be assigned according to the registration date. The integration of the starting blocks will be in accordance with the estimated time in which the 42,195 meters will be completed.
The number 1 will be assigned to the absolute male winner of the 2022 Edition and the number 101 will correspond to the absolute female winner of the 2022 Edition, in case these runners will not participate, these numbers will not be reassigned to another athlete and will start with the numbering 2 and 102 respectively.
Runners who request to start in the first block will have to present a marathon time certificate endorsed by the FMAA and AIMS, dated 2020 - 2021 and 2022, with a time less than 03 hours 00 minutes for women's branch, and a time of less than 02 hours 25 minutes for male branch.
14.1 The delivery of the official number, chip, and runner package will take place on: Thursday, August 24 from 10:00 a.m. to 8:00 p.m., Friday, August 25 from 10:00 a.m. to 8:00 p.m., and Saturday August 26, 2022 from 8:00 a.m. to 4:00 p.m. (place to be confirmed) It is recommended to collect the runner's package in a staggered manner, according to the operation established by the Organizing Committee in order to avoid crowding of runners; which must be consulted at https://indeporte.cdmx.gob.mx/, www.maraton.cdmx.gob.mx and in official media of the event.
IMPORTANT: Package delivery is PERSONAL. It is not allowed to pick up packages other than yours. Each athlete must deliver a copy of their official identification at package delivery. For athlete´s safety, name changes will not be made under any circumstances.
14.2 The Organizing Committee will provide the following articles and services to the runners who register according to what is stipulated on this Call:
• Official competitor number with timing chip attached at the back.
• Commemorative T-shirt of the event.
• Digital information passport (Runner´s instructions)
• Medical Service on start line – route – finish line.
• Route signs in accordance with WA guidelines.
• Security and surveillance along the Marathon route, according to the road closure and opening program approved by Mexico City Security Secretary.
• Supply of water and isotonic drink at 16 points. At kilometers 2.5, 7.5, 12.5, 17.5, 22.5, 27.5, 32.5 and 37.5 it will be water. At kilometers 5, 10, 15, 20, 25, 30, 35 and 40 it will be isotonic drink.
• Participation medal to the runner that covers the official distance.
• Recovery package with fruit and hydration when crossing the finish line in the recovery zone.
